Transforming IDDE

The City of Rockville is a NPDES MS4 Phase II community located in the Washington, DC metro area. The City has refocused its Illicit Discharge Detection and Elimination (IDDE) program from traditional outfall dry weather flow investigations to target inspections of commercial facilities that have the potential to discharge pollutants into our storm drains and streams. The program is modeled after the Industrial Facility Stormwater Permit and is designed to educate facility owners to manage pollutants at their source.

Join Wendy Blackman and Heather Gewandter as they walk us through their BUBBAs-winning, innovative approach to stormwater management in their region, from planning and implementation to lessons learned, and discover how you might implement similar best practices in your work. 

 

Speaker Bios:

Wendy Blackman is an Environmental Compliance Inspector with the City of Rockville.  She has been working for the city for 10 years and enjoys seeing behavior change with commercial businesses. Prior to working for the city, Ms. Blackman worked in consulting where she developed air quality policies and prepared Environmental Impact Reports to comply with the California Environmental Quality Act. Ms. Blackman has a BA in Geography from California State University Northridge.

Heather Gewandter has had the privilege of being the Stormwater Manager for the City of Rockville, Maryland for 16 years and has focused on implementing all aspects of its MS4 phase II permit implementation program. Before entering local government, Ms. Gewandter worked for a consulting firm where she focused on environmental policy evaluation, strategic planning and process facilitation for the federal government. She has a B.S. in biology from the State University of New York at Geneseo and a M.A. in Environmental and Resource Policy from The George Washington University.
